ICSC Recommendation to the GA:
4. Payment of amount in lieu of settling-in grant at category E duty stations that are not designated as non-family 212 The Commission recommends to the General Assembly to extend the pilot measure of granting a reduced amount of the non-family service allowance in the amount of $15,000 per year to staff members with eligible dependents at duty stations with a hardship classification of E in lieu of the option to install eligible dependants at the duty station. The Commission also recommends that this measure be extended to category D duty stations not designated as non-family, as was originally proposed in 2018
GA – 5th Committee decision:
Payment of amount in lieu of settling-in grant at category E duty stations that are not designated as non-family Recalls section III of its resolution 73/273, concerning conditions of service in the field at duty stations with extreme hardship conditions, decides to continue the pilot project of granting 15,000 dollars on an annual basis for staff members who opt not to install eligible dependants in category E duty stations not designated as non-family, and to grant, on a pilot basis, 14,000 dollars on an annual basis for eligible staff members in category D duty stations not designated as non-family until 31 December 2024, on the understanding that the payment will be granted only to the eligible staff members when they physically report to their normal duty stations, and requests the Commission to submit to the General Assembly at its seventy-ninth session a recommendation on this payment, based on a thorough review of the impact thereof, including on workforce planning, in different categories of duty stations, including non-family duty stations, and the actual cost to the organizations
This is a very positive development indeed, which will benefit our staff who are in “D” duty stations that are “not non-family” by giving them an additional benefit without the need to physically install their families in the duty station.
The UNFSU through its federation UNISERV had been pushing for this “extension” of the measure from “E” to “D” duty stations for some time. We are happy that the ICSC proposed to the GA this extension of the benefit and that the GA approved this on a pilot basis.
